I agree with Oscar Wilde that ”to define is to limit” however the misunderstanding of terminology not only trigger my inner rhetoricians but also to raise my concerns of the content. An authority, i.e. government department, working with national security is a security service and authority working with strategic foreign intelligence is an intelligence service. Therefore the entities are "services" a noun.
Confusingly, not only in Sweden but also elsewhere in Europe Military departments address the activity itself service, and even more confusing private enterprises along with police departments use the term Intelligence service concerning criminal investigations and policing, without having nothing to do with the original meaning if Security Services and Intelligence services concerning a nations national security or national interests.
The same with protective security, which has the objective to work proactively defensive, and on the other side of the coin the intelligence work is to offensively collect information to support a nations security or interests. A totally different discipline.
